Employees' Compensation Insurance Residual Scheme

Under the Employees' Compensation Ordinance (ECO), employers are required to take out employees' compensation insurance policies for their employees (including full-time and part-time employees of different ages) to cover their liabilities both under the ECO and at common law. If an employer encounters difficulties in acquiring employees' compensation insurance cover, he may apply to join the Employees' Compensation Insurance Residual Scheme.

Launched since 2007, the Employees' Compensation Insurance Residual Scheme has been operating effectively as a market of last resort to ensure that employers in various industries are able to obtain employees' compensation insurance cover, thereby safeguarding the employees' rights and benefits. Friendly Employment Practices for Mature Persons

The Labour Department has produced a casebook "Friendly Employment Practices for Mature Persons and Families" to showcase the successful experiences of various enterprises in engaging mature persons and implementing family-friendly employment practices. A pamphlet entitled "Promote Employment of the Elderly" has also been produced to enhance public awareness on the subject and encourage employers to adopt friendly employment measures for mature persons.
