The After School Care Programme for Pre-primary Children aims at providing child care and support services for pre-primary children whose parents or carers are either working long, unstable and/or unconventional working hours, having financial and/or social hardship in securing care by their own means before/after school hours.

The care service is for the children whose parents are unable to give proper care to them during after-school hours because of work, job search or other reasons. The service is operated by non-governmental organisations on a self-financing and fee-charging basis, offering support services for the primary school students and including homework guidance, parental guidance and education, skill learning as well as social activities.

The Working Family Allowance (WFA) Scheme encourages self-reliance. Under the principle of rewarding hard work, it provides different rates of allowance based on working hours. Applications under the WFA Scheme are made on a household basis (including singleton households). A household meeting the working hour requirements, income and asset limits may apply for the allowance under the Scheme. The monthly allowance granted depends on the total working hours and income of the households. Each eligible child may also apply for a Child Allowance.

The Continuing Education Fund subsidises adults aged 18 or above on continuing education and training, to encourage the local residents to pursue continuing education.

The Employees Retraining Board (ERB) provides training courses and services to eligible employees of Hong Kong aged 15 or above. It offers around 700 training courses straddling across 28 industries and generic skills category, including "placement-tied courses" for the unemployed, "generic skills courses" for people from different industries, "skills upgrading courses" with skills enhancement training for the unemployed and in-service workers, and dedicated courses for young people and specific service targets including new arrivals, persons with disabilities and persons recovered from work injuries, ethnic minorities, rehabilitated ex-drug abusers and ex-offenders.

ERB also provides an array of support services including training consultancy service, the "ERB Service Centre", "ERB Service Spots", "ERB Training Net" Course Search Terminals, etc. to assist members of the public in acquiring training information and enrolling in ERB courses.

The 18111 Mental Health Support Hotline provides one-stop support for people with mental health needs, rendering them immediate mental health support and referral services. The Hotline operates all year round with dedicated personnel answering the phone 24 hours a day, providing immediate support and counselling services to members of the public from all backgrounds and of all ages. Callers will also be referred to the most appropriate organisations depending on the nature of individual cases.

Day Care Centres / Units for the Elderly provide centre-based community care services, such as day time care, rehabilitation exercises and social activities, to frail elderly persons aged 60 or above living in the community and who are assessed and recommended for Community Care Services or Residential Care Services under the Standardised Care Need Assessment Mechanism for Elderly Services, including those suffering from dementia. The services aim at helping service users maintain an optimal level of functioning, improve their quality of life and age in place in a familiar community. They also provide various kinds of support and assistance to carers.

The Elder Academy Scheme was jointly launched by the Labour and Welfare Bureau and the Elderly Commission to enable elders to learn in a school setting. Under the Scheme, non-governmental organisations partner with schools to set up elder academies across the territory to promote active ageing and help elders integrate into the community and foster a sense of worthiness through lifelong learning.
